Enhancing Emergency Preparedness and Planning for Dam Incidents: Improving Dam Safety and Coordination Through Realistic Scenario-Based Tabletop Exercises
In collaboration with FEMA and other external partners, Corey Goodwin, PMP, MEP, co-facilitated a workshop to prepare State Dam Safety Officials and their partners how to use Dam Incident Exercises to understand their risk landscape, assess the potential consequences of dam incidents, and address gaps in emergency planning and preparedness. This full-day session focused on developing realistic dam scenarios for tabletop exercises that maximize participant engagement while examining the full extent of dam failure consequences. An effective scenario-based exercise should consider not only how a dam failure impacts the population in the floodplain, but also how a dam failure impacts critical infrastructure, community assets, and the economy. Workshop participants learned that not all dam risks can be mitigated by the dam owner; emergency planning and preparedness are critical to managing residual risk and making communities more resilient against possible—and sometimes inevitable—dam incidents.
